ci: test the installed parts of efl

Summary

ci for now was not testing if building against the installation of efl
was working, this builds the lifegame example which ensures that elm is
build correctly.

I tested it with a break i introduced:

captures it, and the build fails :)

The meson dependency used here is a problem on the Debian9.1 build.

eson encountered an error in file meson.build, line 1, column 0:
Meson version is 0.37.1 but project requires >= 0.38.0.
