ci: mingw: enable various build options with dependencies now satisfied

Summary

After some fixes and updates in ewpi we now have gstreamer, libtiff and
bullet ready as cross compiled dependencies. Time to enable them in the
build.
Depends on D7377

Stefan helped me to fix issues with ewpi and ewpi compiles finely on fedora. So for me no problem on the ewpi side

I have to compile EFL from git, now.

It does build fine for EFL (there is a current patch in master which broke macos and windows, thus the revert in this branch. But this is being worked out in master and unrelated).
