When all of these conditions are met:
Assignee does not exist
Project tags does not exist
Subscribers does not exist
Take these actions every time this rule matches:
Change status to: Invalid.
Add projects: Restricted Project.
Add comment: This ticket has been closed as spam because it lacks all of these items:
* Tags (projects)
* Assignee (someone who can fix the issue or knows who can fix it)
* Subscribers (anyone else who should see your ticket)
