Alt-scroll desktop flipping not functioning intermittently

Description

Steps to reproduce:

  1. Have more than 1 virtual desktop (12)
  2. Open 1 window (gnome-terminal) on an empty desktop
  3. Alt-rightclick the gnome terminal window to open the window menu
  4. Left click off of menu, in gnome-terminal window, or on desktop, to cancel window menu
  5. Attempt to alt-scroll flip
  6. Alt-tab to switch in and out of the only window (gnome-terminal)
  7. Attempt to alt-scroll flip

Expected behavior:

At step 5, alt-scroll flipping should work, but does not
At step 7, alt-scroll flipping should work, and does as expected
Steps 6 and 7 should not be necessary for alt-scroll functionality

The original issue is reproducible with 0.21.2 but not 0.19.14.

Below is reproducible on 0.21.2 and 0.19.14.

On 0.19.14 may have configuration/hardware/dependency sensitive behavior as it's not reproducible on a similar but not identical Gentoo build with the .e configuration scp'd from the working system to the non-working system.

I'm not sure if it's related but it feels similar enough that I'm going to describe it here and can move it to another task if necessary.

When I flip to a desktop which has a window of a certain application (Eve Online running in wine without a virtual desktop), and focus that window, I am not able to alt-scroll to flip again until I alt-tab out of the window. I am able to regain alt-scroll flip function by alt-tabbing in the Eve Online window, even with nothing else on the same desktop. I am able to alt-scroll flip through the desktop if the mouse is in an overlaid window on top of the Eve Online wine window.
