I am getting a considerable amount of these error under GTK applications.

Just a note: 0x3003 means EGL_BAD_ALLOC.

* If insufficient memory is available to complete the specified
  operation, the error EGL_BAD_ALLOC is generated.

Somehow I doubt this has anything to do with an out-of-memory situation.

Very unlikely oom, most my systems have it to spare at all times. I haven't been able to max out ram outside of an unwanted runaway process maxing out both cpu and ram requiring hard reboot. Which never occurs when those errors are generated. They seem to get generated pretty often. Multiple times under most GTK apps.

If you have an nvidia card then nvidia-smi can show you the total GPU memory usage. If that somehow has blown out of proportions then it would be an OOM situation. Not completely impossible but here what I've seen was that this memory usage (texture) would be transfered to standard RAM (slow) and eventually to swap (extremely slow).
Anyway, what kind of hardware are we talking about? Drivers? Linux version? E version? I guess this is EFL 1.20 release?

Ah video ram, possible. Though it happens on both systems. Does not seem to effect anything. Nothing visible on screen, just spits stuff out in session log. Sorry for leaving out relevant information.

Desktop is dual DVI Radeon/AMD 1GB, and Laptop is Intel 512MB, but has nVidia 1GB not used, prime thing. I can enable nVidia, but mostly for playing around. Mostly just using Intel on laptop Radeon/AMD on desktop. Desktop is always dual display. Laptop I do use external, but only have 1 display active on laptop via Intel at any time.

This is obviously a driver things, as it returns clearly a mem error.
